No, she doesn't even have the basic framework of a moral structure. She assumes that someone she likes as a character is good, and that someone she dislikes as a character is bad. And that's how she decides who is a hero as well.
A bit more of a sense of things joining up would be nice. On the other hand, this way canon hasn't closed because no one can work out what the hell it is.
